Baltimore Mayor Brandon Scott pledged to ramp up the city’s enforcement of the youth curfew following a shooting in Inner Harbor last weekend that injured two teenagers, Lilly Price and Lillian Reed report for the Baltimore Sun.
The law prohibits unsupervised young people aged 13 and under from staying out past 9 p.m. and teenagers ages 14 to 16 from staying out after 10 p.m. Sunday through Thursday and 11 p.m. on Friday and Saturday. The curfew for youth ages 14 to 16 is extended to 11 p.m. every night in the summer.
Have curfews been effective in curbing violence in the past?
Though Scott said in a news conference that the purpose of the curfew is to protect young people from violence, research shows that youth curfews often put young people at more risk for negative interactions with law enforcement and the justice system, according to Heather Warnken, executive director of the Center for Criminal Justice Reform at the University of Baltimore School of Law.
“Youth curfews are not effective in curbing violence and victimization,” Warnken told the Baltimore Sun. “There is evidence that it further strains relationships between young people and the Baltimore Police Department and leads to racially discriminatory enforcement.”

Some Baltimore teens pushed back against the renewed calls for curfew enforcement on social media. Ethan Eblaghie, a 16-year-old junior at Baltimore Polytechnic Institute, said city leaders should work directly with young people to create rules that they will be more inclined to follow and questioned whether the curfew would be enforced equitably across all neighborhoods.
